GST hike from 7% to 8% with effect from 1 Jan 2023
With effect from 1 Jan 2023, the GST rate will be increased from 7% to 8%. As the Government Supplier Registration (GSR) application rates are subject to the prevailing GST rate, these changes will be reflected on your GSR applications as follow:

> Normal Service - S$44.97 (inclusive GST) per application
> Express Service - S$59.40 (inclusive GST) per application

Further enhancement to GeBIZ user login process to help new Corppass users
A new Corppass user (of a business entity) granted access to GeBIZ e-Service in Corppass may log in to GeBIZ. In the event where there is only a single account in the business entity, and this new Corppass user does not hold a GeBIZ account, he will not be able to proceed further. With the new GeBIZ enhancement, he can approach the business entity Corppass Administrator or Sub-Administrator granted access to GeBIZ e-Service to log into GeBIZ and perform the account swap to the new user.

To locate the Corppass Administrator or Sub-Administrator, login to Corppass website to search. We hope this enhancement will save time and give convenience to new Corppass users. If you have any suggestion to improve GeBIZ, please contact support@gebiz.gov.sg.

MINDEF E-Invoicing shift from GeBIZ to Vendors@Gov
From 1 Jan 2023, vendors will be able to log in to www.vendors.gov.sg to submit e-invoices to Ministry of Defence. For more details on logging into Vendors@Gov, please refers to this guide. To ease the transition, vendors can still submit e-invoices in GeBIZ till 31 Mar 2023. Vendors should not submit the same invoice in both Vendors@Gov and GeBIZ. Two-Factor Authentication (2FA) for Singpass and Corppass
Please be informed that Two-Factor Authentication (2FA) will be implemented for Singpass login on GeBIZ. Once 2FA is implemented, you will be prompted to provide an additional factor of authentication such as SMS-OTP, Singpass Face Verification, or the QR code in your Singpass app. This is an additional measure to verify your identity and protect your GeBIZ account from unauthorised access.

The migration from the existing 1FA to 2FA is expected to be completed by 27 October 2022, 2359hrs. Please note that access to GeBIZ will not be available on 27 October 2022 (2200hrs – 2359hrs). In tandem with this transition, all quotations and tenders that are scheduled to close on 28 October 2022 (Friday) and 31 October 2022 (Monday) will close on 1 November 2022 (Tuesday) instead.

Please note that the above only applies to GeBIZ Trading Partners who are logging in to GeBIZ via Singpass/Corppass.

Enhanced GeBIZ user login process to help new Corppass users
A new Corppass user (of a business entity) granted access to GeBIZ e-service in Corppass may log in to GeBIZ. In the event this Corppass user does not hold a GeBIZ account, this user would be able to find names of other GeBIZ account holders so as to engage these account holders to request for an account swap internally within the entity, or to request for an additional new account. Invoicing Instructions issuance - disabled for affected agencies from 10 Jun to 26 Jun, 2022
Please note that Invoicing Instructions (II) issuance will be disabled for the following agencies from 10th June, 5pm to 26th June 2022 as they are transiting to a New Cloud ERP (Enterprise Resource Planning) System. The affected agencies will issue the required IIs from 27th June 2022. Please contact the liaison officer of the agency if you have any questions. Thank you.

BEWARE OF EMAILS FROM SCAMMERS CLAIMING TO BE FROM MOH ASKING FOR QUOTATIONS FOR GOODS
1. The Ministry of Health (MOH) is aware of some email scams which involve forged documents purportedly issued by the Ministry staff, to request for quotations for goods or services, and to issue fake Purchase Orders (POs) to vendors.

2. Forged MOH letterheads and email addresses with names or domains similar to authentic MOH emails (such as procurement@mohsg.com, Finance_AP@mohsg.com) were used by the scammers to solicit information and delivery of goods from potential vendors.

3. MOH takes a serious view of forged document and has referred the cases to the Police for investigation. MOH has also informed affected vendors to disregard the fraudulent emails and report to the Police.

4. MOH advises vendors to be vigilant to suspicious emails, and to exercise caution when sharing their business or personal details online. Should anyone encounter this scam, please disregard the email and if necessary, lodge a police report.

2021/2022 Financial Year Closing Instructions for GeBIZ Trading Partners doing business with MINDEF
Note: This announcement is applicable only to GeBIZ Trading Partners doing business with MINDEF.

MINDEF will be initiating its 2021/2022 Financial Year closing procedures in Mar 2022. GeBIZ Trading Partners doing business with MINDEF are to note the following:

a. For orders that have been fulfilled, GeBIZ Trading Partners are advised to submit e-invoices as soon as possible (latest by Friday, 11 Mar 2022, 5:00pm) so that MINDEF can charge the associated payments to the current financial year, and more importantly, to ensure timely payments to your company.

b. E-invoices that are submitted after Friday, 11 Mar 2022, 5:00pm may only be processed after 1 Apr 2022.

c. GeBIZ Trading Partners can also check the payment status at Vendors@Gov (http://www.vendors.gov.sg). The relevant registration instructions are available at Vendors@Gov if you have not registered.

d. Vendors@Gov will display the next day's payments. Payment can be expected about 8 days upon submission of e-invoice. If payment is not received, this may be due to acceptance for goods/services that have not been completed. If payment is still not received after 14 days from the date of e-invoice submission, you may send an enquiry on payment status with details of the Purchase Order No, Invoice No, Amount and your Company Name to eInvoice_Enquiry@defence.gov.sg.

BEWARE OF EMAILS FROM IMPERSONATORS CLAIMING TO BE FROM MOE ASKING FOR QUOTATIONS OR PURCHASE OF GOODS (Updated 05 Apr 2022)
1. The Ministry of Education (MOE) is aware of email scammers impersonating MOE officials purportedly asking for quotations, credit terms or purchase of goods.

2. Such emails originate from email domains (such as @moe-gov.com) which bear semblance to an MOE HQ email domain @moe.gov.sg.

3. MOE takes a serious view of such fraudulent activities and has reported these cases to the police for investigation.

4. MOE advises vendors to be vigilant against suspicious emails, to disregard their requests and if necessary, lodge a police report.

Periodic ongoing scheduled maintenance for Government Supplier Registration (GSR) Online Payment
The online credit card payment service for GeBIZ GSR applications undergoes a periodic scheduled maintenance.

The maintenance schedules are :
- Every Tuesday and Thursday 21:15 Hour to 23:15 Hour [except last week of the month]
- Every Sunday 2:00 Hour to 8:00 Hour [except last week of the month]

**Please note that the scheduled maintenance on 21st Nov 2021 (Sunday) will be from 2:00 Hour to 10:00 Hour.

Online payment for GSR applications will not be available temporarily during this short period. Thank you

MIGRATION EXERCISE AND HANDLING OF EXISTING PURCHASE ORDERS (PREFIX OM3xxxx/ ON3xxxx/ OA3xxxx/ OJ3xxxx/ OF3xxxx)
MINDEF is currently upgrading its procurement system. As part of this upgrade, there is a need to migrate purchase orders (POs) issued to your company from the existing system to a new procurement system. The migration will entail one of the following:

1. Existing POs which have not commenced delivery will be terminated/ cancelled in GeBIZ.
2. Existing POs which are partially delivered will be varied in GeBIZ accordingly.

Please be assured that all varied or cancelled POs will be re-created and re-issued in the new procurement system progressively by 29 Nov 21. The new POs (prefix OM21xxxx/ ON21xxxx/ OA21xxxx/ OJ21xxxx/ OR21xxxx/ OD21xxxx) will reference the former PO numbers (prefix OM3xxxx/ ON3xxxx/ OA3xxxx/ OJ3xxxx/ OF3xxxx) in its remarks. Do look out for the replacement POs in GeBIZ by 29 Nov 2021.

1) There have been recent emails from individuals impersonating government officers seeking to buy goods from companies, and not paying after delivery.

2) GeBIZ would like to remind GTPs to stay alert to suspicious emails that appear similar to official Government Agencies emails.

3) When uncertain, GTPs should approach the respective agency/public officer directly to clarify - agency's/officer's contact details may be found on the Singapore Government Directory at www.sgdi.gov.sg

Update on Processing Fee for Government Supplier Registration (GSR) Application
GSR applicants are currently required to pay a processing fee of S$40.50 (inclusive of GST) per application (for GRA supply head) to CrimsonLogic Pte Ltd. These charges have remained unchanged since Oct 2016.

Please note that the processing fee will be revised to S$44.55 (inclusive of GST) per application from 28 Oct 2021 onwards. More information can be found in the GSR Application Guide.

You may wish to note that not all Government procurements require GSR status. Government agencies have been reminded to be judicious with requiring GSR status as part of tender requirements. GSR status is also not required to participate in any Government quotations (generally procurement up to $90,000 in value), which make up over 80% of government procurement opportunities.

1. The National Environment Agency (NEA) is aware of some email impersonation scams purportedly attempted to impersonate senior personnel of MEWR using spoofed email address, to request for quotations for goods or services and sign off as Procurement & Administrative Officer in MEWR.

2. NEA takes a serious view of the impersonation and advises vendors to be vigilant to suspicious emails. Should anyone encounter this scam, please disregard the email and if necessary, lodge a police report.

CAAS ADVISORY ON EMAIL SCAM
The Civil Aviation Authority of Singapore (CAAS) is aware of an ongoing email scam which involves person(s) impersonating a representative of CAAS, sending emails to vendors to request for direct quotations of specific goods or services, and issuing fake confirmation letters and purchase orders to them.

2. Email addresses with names or domains similar to authentic CAAS emails were used to solicit information from recipients. Examples of fake accounts include tenders@caasgovsg.com and tenders.caas.gov@gmail.com.

3. CAAS takes a serious view of the matter and has reported the case to the police for investigation. CAAS has also informed affected vendors to disregard and blacklist the fraudulent emails.

4. CAAS wishes to advise business partners and members of the public to be alert to suspicious emails that appear similar to official CAAS emails (@caas.gov.sg), and to exercise caution when sharing their business or personal details online. GeBIZ Advisory: Email Impersonation
It has been brought to the Ministry of Finance's attention that there is an incident of an impersonation email (with the "tenders@gov.sg" email address) being sent to invite companies/businesses to "submit tenders for the procurement of goods and services". We wish to clarify that the emails from "tenders@gov.sg" do not originate from the Singapore Government. Recipients of such emails (from tenders@gov.sg) are advised not to respond to these emails and should delete these emails immediately.
