Important Announcement: Changes to the Government Supplier Registration ("GSR") Framework
Dear Suppliers,

Please note that with effect from 1 January 2027, changes will be made to the Government Supplier Registration ("GSR") framework. These changes simplify the application process and open up more tender opportunities for suppliers.

A. Removal of Supply Heads

As part of the Government’s efforts to streamline our processes and improve access to government procurement opportunities, Supply Heads for suppliers will be removed from the GSR module on GeBIZ.

Moving forward, a supplier’s GSR status will only show the Financial Grade, and all future GSR applications, renewals or upgrades will be assessed based on financial evaluation criteria. With the removal of Supply Heads, suppliers need only meet the financial grade requirement to bid, without needing to ensure they hold the relevant Supply Head.

Please note that there is no change to BCA Work Heads for construction tenders. Suppliers may continue applying for these Work Heads via BCA's website

B. Clarification on "Estimated Tendering Capacity"

"Estimated Tendering Capacity" in the GSR framework is only a reference point and not a cap on the value of contracts that may be awarded by Government agencies to suppliers.

For example, a Government agency may award a $15m contract to a supplier with financial grade S8 (estimated tendering capacity of $10m), so long as the minimum financial grade required for the tender is S8. MOF will be updating the GSR guidelines by 1 Jan 2027 to make this clearer.

C. Removal of Paid-Up Capital Requirement for S9 and S10

The minimum paid-up capital requirement, which is one of the qualifying criteria for financial grades S9 and S10, will be removed with effect from 1 January 2027. This change ensures that profitable firms with strong equity built over time but have low paid-up capital can qualify for a higher financial grade. However, there is no change to the methodology used to calculate a supplier’s Net Tangible Asset (i.e. the sum of paid up capital (including preference shares), revenue reserves, premium shares and accumulated profit / retained profit/ retained earnings (including reserves if any)).

What does this mean for Suppliers?

For the removal of Supply Heads, the transition will happen over two stages.
  • For new tenders called from 1 October 2026 onwards, Government agencies will remove references to Supply Heads from the tender documents. Where GSR is one of the evaluation criteria, it refers only to the financial grade. If the stated financial grade is met, suppliers can bid regardless of the Supply Head(s) held.

  • From 1 January 2027, references to Supply Heads will be fully removed from the GSR module in GeBIZ i.e. GSR applicants will no longer need to select the Supply Heads during the application process.

  • Between 1 October 2026 to 31 December 2026, current suppliers with valid GSR status no longer need to apply for additional Supply Heads given the impending removal of Supply Heads. For suppliers submitting new GSR applications, while the system will still require you to select a Supply Head, you may select any category as it will not affect your financial grade assessment.

Suppliers who do not meet the paid-up capital requirement but wish to apply for or upgrade their financial grade to S9/S10, should submit your application after 1 Jan 2027, when the requirement is removed. The implementation date is set as 1 Jan 2027, since time is required to make system changes and test the system before implementation. To maintain the objectivity of the GSR financial grade assessment, all applications received before 1 Jan 2027 will be processed based on existing requirements and no exceptions will be made. If there are tender opportunities that require financial grade S9/S10, suppliers may wish to engage the respective agency on the possibility of accepting alternative indicators demonstrating financial capability.

Suppliers who currently receive alerts for new tender opportunities via Really Simple Syndication ("RSS") will not be affected by this change. RSS alerts are based on GeBIZ 2.0's own categorisation system, which does not reference the Supply Heads. You can follow the instructions here to apply for these alerts if you wish to do so.

Tender Lite (ICT)
Tender Lite for ICT will be implemented from end April 2026 as announced in MOF’s Committee of Supply 2026. It covers tenders with estimated value not exceeding $1 million for ICT goods and services. Following the implementation of Tender Lite for general goods and services since April 2024, and Tender Lite for construction works since May 2025, all types of goods and services with value not exceeding $1 million is now covered by Tender Lite. BEWARE OF SCAMMERS IMPERSONATING TO BE FROM GEBIZ PLATFORM
GEBIZ has received several reports whereby scammers had impersonated as GEBIZ Platform, sending out email to seek feedback on services provided by your Company.

We urge Companies to remain vigilant and take note of the following:
  • Always verify the sender’s email address and check that the source is legitimate
  • If you receive any email that seems suspicious, please check with your internal IT Department
  • DO NOT click on any suspicious links or download attachments from emails that appear unusual or unexpected

Notice on Temporary Unavailability of GeBIZ Transactions for MHA and HTX
Ministry of Home Affairs (MHA) and the Home Team Science & Technology Agency (HTX) will be having scheduled system migration activities from 1 April 2026 to 14 April 2026 (both dates inclusive), and vendors are advised of the following arrangements affecting the:

1. Suspension of GeBIZ Transactions
From 1 April 2026 to 14 April 2026 (both dates inclusive), MHA and HTX will not be able to perform transactions in GeBIZ. This includes, but is not limited to:
  • Publishing Quotations or Tenders
  • Issuing Purchase Orders (POs)
  • Publishing award notices

2. Submission of Bids
During this period, vendors may continue to view and submit bids for MHA and HTX Quotations and Tenders via GeBIZ.

3. Purchase Order (PO) Variations
The migration will entail one of the following:
  • POs with no payment made - Existing PO line items with no payment made will be deleted and replaced with new PO line items in GeBIZ.
  • POs with partial payment made - Existing PO line items with partial payment made will be reduced to the paid quantity, and a new PO line item will be created for the unpaid quantity in GeBIZ.

Please be assured that all PO variations are administrative in nature and will not result in any change to the overall quantity or total contract value of the PO.
Vendors are advised to look out for PO variations from mid April 2026 onwards.

BEWARE OF SCAMMERS CLAIMING TO BE SAF ARMY PERSONNEL OR PUBLIC OFFICERS
SPF has received several reports whereby scammers had impersonated as SAF army personnel, other public officers or reputable companies/schools to make bulk purchases. However, the victims would then be asked for items not sold by the victim and be recommended a 'third party vendor' for the victim to buy the additional item. Eventually, victims suffer losses from the scam by making the payment for the additionally requested item/s from the 'third party vendor'.

SPF has issued an alert to businesses via the Singapore Business Federation and key trade associations representing sectors that have been targeted by such scams. Please refer to the attached PDF for more information.

We urge businesses to remain vigilant. Businesses should verify the identity of the people they are transacting with by directly checking with the organization/company and avoid making advance payments or deposits with new suppliers introduced by a potential client. Government agencies will also not ask businesses to make payment to another business on Government’s behalf, unless agreed through a written contract.

Further Enhancement to Supplier File Repository (SFR)
As part of GeBIZ’s continuous effort to improve your user experience, we are glad to introduce 2 new additional features in – The Supplier File Repository (SFR):

1) Configure uploaded file in SFR to be retrieved automatically during bid submission
2) Increase of file size from the current 35mb to 100 MB

Tender Lite (Construction)
Tender Lite for Construction will be implemented from May 2025 as announced in MOF’s Committee of Supply 2025. It covers tenders with estimated value not exceeding $1 million for construction works. Tender Lite for general goods and services has been implemented since April 2024. MOF will be implementing Tender Lite for ICT contracts in phases from second half of 2025, with more details to be shared in due course. Under Tender Lite, there would be fewer contract conditions as compared to typical tenders.
