Tender Lite Implementation from End Apr 2024
From end Apr 2024, Tender Lite will be implemented as announced in MOF's Committee of Supply ("COS") 2024. It will cover new tender opportunities called with estimated procurement value not exceeding $1 million for general goods and services first. MOF will be reviewing Tender Lite for ICT and construction buys in following years. Under Tender Lite, there would be fewer contract conditions as compared to typical tenders. Scheduled Maintenance for GeBIZ ePayment Service (System non-availability on online Credit Card and PayNow payments)
There will be a scheduled maintenance for the online credit card and PayNow payment services for GeBIZ Government Supplier Registration (GSR) applications on 1 January 2024 (Saturday), 0000hrs to 0800hrs. During this period, online credit card and PayNow payment services for GeBIZ GSR applications will not be available.

GST hike from 8% to 9% with effect from 1 Jan 2024
With effect from 1 Jan 2024, the GST rate will be increased from 8% to 9%. As the Government Supplier Registration (GSR) application rates are subject to the prevailing GST rate, these changes will be reflected on your GSR applications as follow:

> Normal Service – S$45.39 (inclusive GST) per application
> Express Service – S$59.95 (inclusive GST) per application

CESSATION OF INVOICING AND RELATED FUNCTIONS IN GEBIZ
Since 2 May 2023, all suppliers' invoices are being submitted at Vendors@Gov system for payment. Hence, the Invoicing and Credit Note functions will be ceased and removed with effect from 1 November 2023.

Supplier File Repository (SFR)
As part of GeBIZ's continuous effort to improve your user experience, we are glad to introduce our latest enhancement - The Supplier File Repository (SFR). The SFR allows suppliers to upload and store frequently used documents such as information about their businesses, company track records and financial statements. During bid submissions for Tenders, Quotations or Framework Buys, suppliers will be able to attach the files in SFR expediently.

Factoring and Auto-Approval of Factoring
At the Ministry of Finance (MOF) Committee of Supply (COS) Debate 2022, it was announced that Government would be working to allow auto-approval for factoring for certain contracts so that suppliers can have more financing options to help ease their cashflow.

We would like to share that since 1 April 2023, selected government procurement have included clauses (under the Payment section) which states that "The Authority is agreeable to the Contractor assigning its Receivables to any Factor, subject to the following ...". With the addition of these clauses, suppliers will be allowed to enter into factoring arrangement with auto-approval from the Government agency if the factor is listed in the "List of Factoring Companies" on Vendors@Gov. For procurement contracts with the abovementioned clauses, there is no need for suppliers to provide notification or seek approval from the Government agency before submitting a factored e-invoice, unless specified otherwise in the contract.

For contracts without the abovementioned clauses, suppliers can still check with the Government agency that it is working with on the process of obtaining approval for the factoring arrangement.

Introduction of PayNow payment mode for Government Supplier Registration application
We will be introducing a new digital payment method, PayNow, for the payment of Government Supplier Registration (GSR) application fee. GSR applicants can choose to pay for new GSR application or renewal via PayNow with effect from 1 September 2023.

Further enhancement to GeBIZ user login process to help new Corppass users
A new Corppass user (of a business entity) granted access to GeBIZ e-Service in Corppass may log in to GeBIZ. In the event where there is only a single account in the business entity, and this new Corppass user does not hold a GeBIZ account, he will not be able to proceed further. With the new GeBIZ enhancement, he can approach the business entity Corppass Administrator or Sub-Administrator granted access to GeBIZ e-Service to log into GeBIZ and perform the account swap to the new user.

To locate the Corppass Administrator or Sub-Administrator, login to Corppass website to search. We hope this enhancement will save time and give convenience to new Corppass users. If you have any suggestion to improve GeBIZ, please contact support@gebiz.gov.sg.

BEWARE OF EMAILS FROM SCAMMERS CLAIMING TO BE FROM MOH ASKING FOR QUOTATIONS FOR GOODS
1. The Ministry of Health (MOH) is aware of some email scams which involve forged documents purportedly issued by the Ministry staff, to request for quotations for goods or services, and to issue fake Purchase Orders (POs) to vendors.

2. Forged MOH letterheads and email addresses with names or domains similar to authentic MOH emails (such as procurement@mohsg.com, Finance_AP@mohsg.com) were used by the scammers to solicit information and delivery of goods from potential vendors.

3. MOH takes a serious view of forged document and has referred the cases to the Police for investigation. MOH has also informed affected vendors to disregard the fraudulent emails and report to the Police.

4. MOH advises vendors to be vigilant to suspicious emails, and to exercise caution when sharing their business or personal details online. Should anyone encounter this scam, please disregard the email and if necessary, lodge a police report.

ALERT TO ONGOING EMAIL SCAM CASES
1) There have been recent emails from individuals impersonating government officers seeking to buy goods from companies, and not paying after delivery.

2) GeBIZ would like to remind GTPs to stay alert to suspicious emails that appear similar to official Government Agencies emails.

3) When uncertain, GTPs should approach the respective agency/public officer directly to clarify - agency's/officer's contact details may be found on the Singapore Government Directory at www.sgdi.gov.sg

Based on our user's feedback, we have enhanced the Dashboard to show more indicators, from six to nine. We have also increased the number of Quick Links for selection. To add more Dashboard indicators and Quick Links, click on "Customise" to select and add them.
