PROVISION OF DESIGN INNOVATION (DI) SERVICES FOR THE SCIENCE, TECHNOLOGY AND ENGINEERING (STE) INNOVATION CHALLENGE 2026–2028
The appointed Tenderer will be expected to deliver end-to-end DI services, from workshops and facilitating team formation, to "bootcamp-like" sessions, facilitation and mentoring support, and optional prototyping and product development services to drive solution development for the STE Innovation Challenge teams and participants.

The appointed Tenderer (the "Contractor") will be expected to:

Design, manage and deliver DI Workshop to equip participants with skills in DI process, methods, principles, Systems Architecting (SA) and Systems Engineering (SE). Following or during the DI Workshop, to partner S&TPPO in the process of evaluation and matching of participants to form cross-agency teams to proceed to the next stage of ideation and pitching for shortlisting.

Design, manage and deliver DI "bootcamp-like" sessions to support shortlisted teams in refining their proposals and preparing for next stage evaluation.

Provide ongoing facilitation and mentoring support to finalists teams to develop prototype(s) or Minimum Viable Product (MVP) during the Product Development Phase (estimated 12-18 months, within the contract period). The facilitators from the Tenderer are expected to have relevant technical expertise and/or facilitate the involvement of relevant technical experts/mentors within the IHL/community to guide the project teams in defining the scope of ideas/proposals for their prototyping/MVP development.

Provide finalists teams with access to prototyping and product development services to accelerate the translation of ideas into tangible solutions. Tenderers must demonstrate the capability to offer these services at the point of tender, even if they are not exercised for every project team. Such services may include, but are not limited to, additive manufacturing (3D printing), rapid prototyping, fabrication, hardware and software development support, user interface/user experience (UI/UX) design, simulation and modelling systems integration, data analytics, and testing services.

Ideation and Concept Refinement Using DI Methodologies
