TERM NON-DISCLOSURE AGREEMENT (NDA):
Tenderers are required quote their Term NDA Ref No. if they have a valid Term NDA with LTA for access to the tender documents. Otherwise, tenderers are to complete and submit the attached Term NDA. Please refer to the attached Term NDA notice for submission. You are required to declare that you have read and will abide by the terms and conditions as set out in the Term NDA upon declaration. The Authority reserve the right to require Tenderers to resubmit the Term NDA, if they are found to be incomplete or erroneously submitted.

Critical Criteria
Registration with GeBIZ and the eligibility criteria as specified below are critical criteria for this Invitation to Tender. Tenderers who do not meet these criteria will NOT be considered.
Registration with the Building and Construction Authority (BCA)'s Public Sector Panels of Consultants (PSPC) in their respective discipline, and according to the specified Panel code numbers shown is a critical criterion. Refer to Clause 1.2.

Evaluation Criteria
Tenderers must note that in addition to compliance with Authority's requirements, the Quality-Fee Selection Method (QFM) will be used to evaluate this Tender, where the Quality : Fee components constitute 80% : 20% of the evaluation weightings respectively.

Submission of Tender
Tender submission outside of GeBIZ will not be accepted.
The 2-envelope bidding system in the GeBIZ is adopted for this Tender. Tenderers are required to separate their offer into 2 distinct Document Types (i.e. Price and Technical). It is mandatory to upload at least one attachment for each Document Type when submitting electronically via GeBIZ. Please refer to Clause 5 of the Instructions to Tenderers for detail.
