Critical Criteria
Registration with GeBIZ and the eligibility criteria as specified below are critical criteria for this Invitation to Tender. Tenderers who do not meet these criteria will NOT be considered.

Registration with the BCA with the designated registration head and grade as specified in this clause is a critical criterion.
Tenderers must be registered with Building and Construction Authority (BCA) Workhead. CR11 Signcraft Installation and from Financial Grade L2 and above.

Tenderer who has been found to meet any of the following disqualifying criteria under the MOM's Safety Disqualification Framework will be disqualified.

Evaluation Criteria
Tenderers must note that in addition to the Tender Price, the Authority will take into account all tender evaluation criteria in the evaluation.

Submission
The 2-envelope bidding system in the GeBIZ is adopted for this Tender. Tenderers are required to separate their offer into 2 distinct Document Types (i.e. Price and Technical). It is mandatory to upload at least one attachment for each Document Type when submitting electronically via GeBIZ.

Passenger Service Centre (PSC) at CCL Bouna Vista Station by 1400 hrs sharp for registration. The briefing will commence at 1430 hrs sharp at CCL Buona Vista Station.
Tenderers are invited to attend a Tender Briefing / Site Showround on 19 June 2026, 1430 hours to 1730 hours at Circle Line (CCL) Buona Vista and Botanic Gardens Stations. Tenderers shall assemble at the Passenger Service Centre (PSC) at CCL Bouna Vista Station by 1400 hours sharp for registration. The briefing will commence at 1430 hours sharp at CCL Buona Vista Station, followed by site showround at CCL Botanic Gardens Station via the MRT.
Tenderers are required to inform the Authority by 12 June 2026, the name of company and representatives for the briefing / showround via email to lta_contracts_1ctciv@lta.gov.sg (please indicate 'Contract 8410-Tender Briefing / Site Showround' as the subject of your email). Please limit to max 2 rep for each Tenderer for the Tender Briefing / Site Showround. Attendance to the Tender Briefing and Site Showround are compulsory for this tender. Tenderers who did not attend the Tender Briefing and Site Showround will NOT be considered for this tender.
