CRITICAL CRITERIA:
Registration with the Building and Construction Authority (BCA)'s Public Sector Panels of Consultants (PSPC) in their respective discipline, and according to the specified Panel code numbers is a critical criterion.

Tenderers must :
(a) have the relevant experience to provide professional consultancy service(s) to the Employer for the Engineering Feasibility and Advance Engineering Study as described in the Terms of Reference; AND

(b) are licensed by the Professional Engineers Board (PEB) and Board of Architects (BOA) to supply professional engineering and architectural services respectively as required under this Contract.

Please refer to Clause 1 of the Instructions to Tenderers (ITT) for the details.

TERM NON-DISCLOSURE AGREEMENT (Term NDA):
Tenderers are required to complete and submit the attached to LTA via email to lta_contracts@lta.gov.sg with subject heading "Term NDA ID - declared for Contract S1006":
(1) Term NDA for access to Tender documents; Password to access Tender documents will only be provided AFTER:
(1a) Term NDA declaration, please quote NDA reference ID issued by LTA (E.g. NDA27100); and
(1b) You are also required to declare that you have read and will abide by the terms and conditions as set out in the Term NDA.

The Authority reserve the right to require Tenderers to resubmit the Term NDA, if they are found to be incomplete or erroneously submitted.

The 2-envelope bidding system in the Government Electronic-Business (GeBIZ) is adopted for this tender. It is mandatory for all tenderers to submit the (a) Tender Price, (b) Price Documents; and (c) Technical Documents as electronic response through the GeBIZ portal. Please refer to Clauses 5 and 6 of the Instructions to Tenderers (ITT) for the details.

EVALUATION:
The Quality-Fee Selection Method (QFM) as stipulated in Clause 4 of the ITT will be used for evaluation of this tender.
