CRITICAL CRITERIA:
Tenderers shall note that the following are the critical criteria for this tender. Tenderers who do not meet the following critical criteria will NOT be considered:
(a) registration with GeBIZ;
(b) at least five (5) years of experience with domain knowledge in the implementation of an integrated digital solution for the operations and maintenance monitoring of core railway sub-systems (rolling stock, signalling, and power systems). Such solution must have been successfully implemented recently, in the last three (3) years; and
(c) proven track record of successfully executing projects of similar scope, scale, and complexity as Contract RS822 that involved the integration of Operational Technology (OT) and Information Technology (IT) environments as well as the set-up of an on-premise cloud solution, in the last three (3) years.

TERM NON-DISCLOSURE AGREEMENT (Term NDA):
Tenderers are required to complete and submit the attached to LTA via email to lta_contracts@lta.gov.sg with subject heading 'Term NDA ID - declared for Contract RS822':
(1) Term NDA for access to Tender documents;
Password to access Tender documents/drawings, will only be provided AFTER:
(1a) Term NDA declaration, pls quote Term NDA Reference ID issued by LTA (e.g. NDA26100); and
(1b) You are also required to declare that you have read and will abide by the terms and conditions as set out in the Term NDA.

The Authority reserve the right to require Tenderers to resubmit the Term NDA, if they are found to be incomplete or erroneously submitted.

SUBMISSIONS :
The 2-envelope bidding system in the GeBIZ is adopted for this tender. It is mandatory for all tenderers to submit the (a) Tender Price, (b) Price Documents; and (c) Technical Documents as electronic response through the GeBIZ portal. Please refer to Clauses 14, 16 & 17 of the Instructions to Tenderers (ITT) for the details.

Quantitative Method will be used for evaluation of this Tender.
