TERM NON-DISCLOSURE AGREEMENT (NDA):
For access to the tender documents, tenderers are required quote their Term NDA Ref No. if they have a valid Term NDA with LTA. Otherwise, tenderers are required to complete and submit the attached Term NDA. Please refer to the attached Term NDA notice for submission. You are required to declare that you have read and will abide by the terms and conditions as set out in the Term NDA upon declaration.
The Authority reserve the right to require Tenderers to resubmit the Term NDA, if they are found to be incomplete or erroneously submitted.

CRITICAL CRITERIA
Tenderers shall note that registration with GeBIZ and the Expenditure Procurement Policies Unit (EPPU) with the registration head & grade specified below are critical criteria for this tender.
Tenders for this Contract will only be considered from Tenderers who are registered with the following EPPU Supply head: EPU/SER/11 Service (Transportation, Towing) with Financial Grade S10

OTHER CRITERIA
Tenderers shall also be required to fulfil the following criteria:
Proven expertise and experience in operating a fleet of at least 250 buses. The Authority would take into consideration the operating contracts entered into by the subsidiaries of the Tenderer when determining if a Tenderer has fulfilled this Eligibility Criterion. The Authority may also consider, at its sole discretion, any operating contract entered into by any related corporate bodies of the Tenderer when determining if a Tenderer has fulfilled this Eligibility Criterion.

SUBMISSION:
The 2-envelope bidding system in the GeBIZ is adopted for this Tender. Tenderers are required to separate their offer into 2 distinct Document Types (i.e. Price and Technical). It is mandatory to upload at least one attachment for each Document Type when submitting electronically via GeBIZ. Please refer to Clauses 14 of the Instructions to Tenderers (ITT) for details.
