CRITICAL CRITERIA:
Tenderers shall note that registration with GeBIZ and the eligibility criteria as specified below are critical criteria for this Invitation to Tender. Tenderers who do not meet these criteria will NOT be considered.

Tenderers are to be suitably experienced in trackwork and third rail system works and have at least one (1) ongoing or completed major railway project of at least S$100 million contract value within the past 10 years from Tender Closing Date. For tenderers who were/are part of a Joint Venture/Consortium, his percentage share of the equity participation shall meet the minimum value of S$100 million as specified.

SUBMISSION:
The 2-envelope bidding system in the Government Electronic-Business (GeBIZ) is adopted for this tender. It is mandatory for all Tenderers to submit the a) Tender Price, b) Price Documents & c) Technical Documents as electronic response through the GeBIZ portal. Please refer to Clause 5.1, 5.2 & 6.1 of the Instructions to Tenderers.

EVALUATION CRITERIA:
The Quantitative Method as stipulated in Clause 4.1 of the Instructions to Tenderers will be used to evaluate the Tender.
