(a) The Tenderer must be incorporated and conducting valuation as a company or constituted as a partnership for at least two (2) years before the Tender Closing Date. (b) The Tenderer must have at least three (3) full-time appraisers licensed by IRAS and are members of SISV; two (2) of whom must be partners/directors with at least ten (10) years valuation experience each, and one (1) appraiser with at least five (5) years valuation experience. (c) The Tenderer must have at least one (1) partner/director licensed by IRAS and is a member of SISV (who is one (1) of the three (3) full-time appraisers referred to in (b) above) who has conducted at least one (1) compulsory acquisition valuation under the Land Acquisition Act 1966 for the Government of Singapore during the last twenty (20) years (inclusive of Year 2006) immediately preceding the Closing Date. (d) The Tenderer must not have been suspended from providing valuation services to HDB during the term of 1 Jan 2024 to 31 Dec 2026 (i) for more than 3 months (cumulatively) due to performance; and/or (ii) for any remaining period of the term due to unprofessional practice, before the Tender Closing Date.
